These two are not really competing for the same slot, and comparing them feature by feature misses the point. Confluence is a wiki that integrates tightly with a separate issue tracker. Notion is a wiki that tries to absorb the issue tracker, the spec docs and half your spreadsheets into one workspace. The question is not which has better pages; it is whether you want one tool doing several jobs or two tools each doing one well. The pricing only makes sense once you have answered that.
Pick Notion if consolidation is the actual goal: it is the smoothest migration for non-technical teams, and dropping a separate tracker at $8 to $14 a seat can offset its higher per-seat price. Stay on Confluence if Jira is your system of record, if you need self-hosting or data residency (Notion has no on-premises option at all), or if you are still inside the free 10-user tier.

Where Notion wins
It removes a tool instead of replacing one
The honest case for Notion is never "it is a better wiki than Confluence". It is that a spec, its task list, its status and its meeting notes live on one page instead of in four places across two products. For a 30-person company, replacing Confluence at roughly $5.42 a seat plus a tracker at $8 to $14 a seat with Notion Business at $20 is close to cost-neutral, and it removes an integration nobody enjoys maintaining. That arithmetic is the entire decision, and it only works if you actually retire the second tool. Teams that adopt Notion and keep Jira end up paying for both and gaining nothing.
Non-technical teams migrate themselves
Notion's Confluence importer is self-service and forgiving enough that a marketing or operations lead can run it without a platform engineer. That matters more than it sounds: most Confluence instances are majority non-engineering content, and the migrations that stall are the ones waiting on a central team to do the work. Compared with standing up XWiki, or wiring self-hosted Outline to an S3 bucket and an auth provider, this is the low-friction path.
AI you can actually use
As of July 2026 full Notion AI is bundled into Business and Enterprise rather than sold as a per-seat add-on, with metered agent credits at roughly $10 per 1,000 on top for heavier automation. Set that against Confluence's Rovo allowance of 25 credits per seat per month on Standard, where a chat costs 10 credits and a Deep Research request costs 100: a Standard seat funds about two questions a month. Whichever tool you prefer overall, the AI comparison at the entry tier is not close.
Where Confluence still wins
Two things, and the first is decisive for a lot of engineering organisations. Confluence is coupled to Jira in ways Notion connectors do not reproduce: a live JQL table that reflects the sprint as it changes, bidirectional epic links, release notes generated from a fix version. Notion can sync issues in through a connector, but the result is a copy, not a view. If your delivery process depends on that loop, Notion is asking you to give up the tracker as well, which is a much larger decision than changing wikis and is exactly why the consolidation pitch fails at organisations with a dedicated Jira admin.
The second is that Notion has no self-hosting option whatsoever, so it cannot answer the question driving most of this category's churn. Teams leaving Confluence Data Center before the March 28, 2029 read-only deadline are frequently doing so because they must keep data on their own infrastructure. For them Notion is disqualified before pricing enters the conversation, and the real shortlist is XWiki, Docmost, BookStack or self-hosted Outline. Confluence also stays ahead on the unglamorous enterprise layer: page-level permission granularity, audit logs, data residency, Atlassian Guard SSO and SCIM, and a Marketplace that covers regulated approval workflows and PDF exports. At the small end, Confluence is simply free for 10 users doing real team work, where Notion's free plan is built around personal use.
Migrating Confluence to Notion
The path most teams take:
1. Decide about Jira first. This is a scoping question, not a technical one. If Jira stays, you are buying a more expensive wiki and should price it that way. If Jira goes, plan the tracker migration as the larger half of the project.
2. Import space by space. Notion's Confluence importer works best in batches. Start with a non-critical space, check how page trees and tables land, and fix the pattern before importing 200 spaces.
3. Rebuild the databases deliberately. Confluence pages that were really tables or trackers should become Notion databases rather than imported pages, and that part is manual. It is also where most of the value shows up, so do not skip it to save time.
4. What does not move. Macros, live Jira embeds, Marketplace app content, most page version history and inline comment threads. Keep Confluence readable for a quarter after cutover, and accept paying for both during the overlap.
